The Utility Billing Division emcopasses the billing of Water, Sewer, Storm, and Refuse fees.
Payment Options
- Pay Online - The fastest, most convenient way to pay your utility bill 24/7! You can pay online by credit card or by bank account (Please allow two business days for payments to post to your account). Credit Card Payments will be charged a fee of $2.75, or 2.75% for payments over $100.
- By Phone - You can pay your bill via our automated phone system by calling 937-249-2290. Processing fee of $1.00. Credit Card Payments will be charged a fee of $2.75, or 2.75% for payments over $100.
- In Person - You can pay your bill at the Utility Billing Division, located in the City’s Administration Building, 1 Benjamin Franklin Way (the corner of Fourth Street and Riley Blvd.) Monday - Friday, 8:30 a.m. to 5:00 p.m., except holidays. We accept cash, check, money order, MasterCard, Visa, American Express and Discover. Credit Card Payments will be charged a fee of $2.75, or 2.75% for payments over $100.
- By Mail - You can mail your payment, but please assure you mail it in time to be received by the due date! Make all checks payable to the City of Franklin.
- Online Banking - Many banks offer online bill pay to their customers - check with your banking institution to see if this option is available.
- After Hours Drop Box - There is an After Hours Drop Box located in the City Administration Building’s parking lot - but please don’t deposit cash! To utilize the Drop Box, please place your bill and check or money order in a sealed envelope.

Please call the Franklin Police Division after hours if you see a water main break or experience a sewer backup. If you are calling about a shut-off for nonpayment, please be aware the Police Division cannot have your service turned back on. Please see our Frequently Asked Questions Section for information on restoring service.
Large Item Trash Pickup 1-800-582-3107
Please call the City’s refuse collection service provider, Rumpke, directly to schedule pickup of large items.
The City of Franklin has contracted with Rumpke to pick up unwanted items in addition to normal refuse collection. Set out the additional items on the same day as your regular refuse collection during the week of May 13-17, 2024. Remember! No tires, batteries, chemicals, or flammable materials. Also, no construction debris. Appliances with Freon must have Freon removed professionally and be tagged. Furniture should be wrapped in plastic. Questions? Call 746-5001
