Building & Zoning

The Building & Zoning Division of the Department of Safety promotes the health, safety and welfare of the City’s citizens through the enforcement of Building and Zoning (Unified Development) Codes, Ordinances and Regulations. The Division is State of Ohio Certified to review, inspect and approve all residential and commercial construction within the City.

The Building Division is responsible for all activities associated with the construction of residential and commercial structures. The Division examines plans, issues construction permits and inspects construction and repairs to all residential and commercial structures in the City. The Building Division staff is also available to answer any and all building related questions. Permits are required for new construction, additions, alterations, finished basements, remodeling, swimming pools, decks, garages, patio enclosures and retaining walls. Building Permits insure requirements for proper construction are met which safeguard building owner’s from deficient construction. The Warren County Board of Health reviews and inspects all plumbing related issues for the City.

The Zoning Official aids the public in issues pertaining to the City’s Unified Development Ordinance, zoning issues and what may be done on any property in the City. This would include setback requirements for new construction, accessory structures, decks, patios, porches and room additions. The Zoning Official also enforces the location of fences, the location and size of accessory structures, and the size, design and location for proposed signs.

Property Maintenance (937) 790-4871

The City has adopted the Property Maintenance Code which shall apply to all residential and non-residential structures and premises. The Code constitutes the minimum requirements for the safe and sanitary maintenance of all exterior premises of structures and or lots upon which the structure is located within the City.
